Faizal fokus misi tempatan sebelum aksi Liga Sepanyol


PEMAIN kebangsaan Faizal Saari, 21, telah menunjukkan pencapaian terbaik sepanjang penglibatannya dalam sukan hoki, menyebabkan namanya kini melonjak naik.

Faizal merupakan pemain kelab Tenaga Nasional Berhad (TNB) telah membantu pasukan kebangsaan mara ke peringkat akhir Kejohanan Hoki Remaja Asia 2012 kali ke-7 di Melaka Mei lalu. Beliau pernah beraksi di Liga Perdana,Southern Hotshots di Australia tahun lalu membuktikan potensi yang positif dari masa ke semasa, pasukan kebangsaan sememangnya memerlukan khidmat penyerang sensasi ini.Kejayaan Faizal telah membuka mata banyak pihak. Baru-baru ini dia telah menerima tawaran  untuk beraksi dengan kelab Athletic Terrassadalam Liga Sepanyol.

SINAR HARIAN ONLINE: Sejak berita akan menyertai Liga Sepanyol, apakah perkembangan terkini?
Faizal:Buat masa sekarang saya sibuk dengan perlawanan Liga Malaysia. Saya ingin memberi tumpuan sepenuhnya kepada perlawanan ini. Saya ingin membantu pasukan untuk meraih kemenangan, selain itu melalui pengalaman dan segala tunjuk ajar daripadajurulatih,akan saya jadikan bekalan dan persediaan awal sebelum beraksi di Liga Sepanyol nanti.
SINAR HARIAN ONLINE: Perkembangan lanjut mengenai keputusan untuk menyertai Liga Sepanyol?
Faizal:Sebelum ini ada berhubung dengan pihak di sana mengenai penyertaan saya di kelab Sepanyol itu,namun masih belum memberi sebarang kata putus. Saya masih belum berjumpa lagi dengan jurulatih kebangsaan yang baru, Paul Revington untuk membincangkan perkara ini. Saya difahamkan kelab tersebut telah pun memulakan saingan liga mereka bermula 9,10,11,12 September,tapi saya masih mempunyai tanggungjawab di sini, jadi saya memutuskan untuk menghabiskan dahulu semua perlawanan di sini dan baru membincangkan hal tersebut dengan lebih lanjut. 
SINAR HARIAN ONLINE: Perasaan Faizal apabila mengetahuimendapat tawaran tersebut?
Faizal: Tahun lepas saya pernah beraksi dengan kelab Australia dan kali ini saya mendapat tawaran untuk beraksi dengan kelab Sepanyol. Sememangnya saya gembira apabila ada pihak luar melihat pencapaian saya. Ini bermakna mereka mengikuti perkembangan saya dari semasa ke semasa. Pada mulanya saya tidak mahu menerima tawaran ini kerana saya selesa beraksi di negara sendiri. Tetapi apabila rakan-rakan, ibu bapa dan keluarga saya memberi sokongan penuh, saya terus menerima dengan hati terbuka. Saya berfikir, saya akan menyahut cabaran tersebut dengan positif, selain itu saya akan beraksi dengan pengalaman yang saya ada dan secara tidak langsung saya dapat belajar dan mengutip pengalaman di sana nanti. Apabila saya menamatkan kontrak di sana,saya akan berkongsi semua pengalaman dan ilmu yang saya dapat dengan atlet-atlet lain sebagai satu input baru, mungkin dapat meningkatkan potensi masing-masing.
SINAR HARIAN ONLINE: Perancangan masa terdekat?
Faizal:Saya ingin memberi kejuaraan untuk TNB kerana dalam tempoh tiga tahunlalu,kelab ini belum meraih kejuaraan. Saya ingin memberi tumpuan yang penuh untuk perlawanan ini. Selain itu,saya ingin beraksi dengan lebih baik dari sebelum ini untuk meningkatkan potensi diri dan cuba memperbaiki kelemahan yang ada. Saya mengikat kontak tiga tahun dengan TNB, jika saya tidak terlibat dengan mana-mana perlawanan,saya akan kembali bekerja di pejabat.
SINAR HARIAN ONLINE: Perancangan jangka panjang?
Faizal:Semestinya saya ingin beraksi di Liga Sepanyol, saya ingin membuat persediaan dari semua aspek termasuk fizikal dan mental sebelum pergi ke sana. Saya juga berhasrat untuk memberi kejuaraan demi kejuaraan dan meningkatkan mutu sukan hoki di Malaysia seiring dengan sukan lain. Selain itu,saya sudah membuat perancangan masa depan, seandainya negara sudah tidak memerlukan khidmat saya, saya akan bekerja terus dengan TNB.
SINAR HARIAN ONLINE: Cabaran sukan hoki berbanding sukan lain?
Faizal:Semua perkara mahupun sukan ada cabaran masing-masing, tapi bagi saya sukan hoki memerlukan ‘skill’kerana hoki merupakan satu sukan yang pantas dan agak sukar sekiranya tiada asas dalam sukan ini, bagi yang meminati untuk menceburi sukan ini memerlukan persediaan yang cukup. Namun bakat dapat diasah jika kita berusaha keras dan sanggup melalui cabaran akan datang, yang penting minat mesti ada.

SINAR HARIAN ONLINE: Adakah sukan ini dapat menjamin masa depan?
Faizal:Bagi saya setiap sukan ada ‘limit’, maksud saya usia seseorang atlet itu untuk terus beraksi. Kebanyakkan kuota umur dalam bidang ini sekitar 30 tahun, badan kita tidak selincah usia 20-an dan sebab itu saya telah membuat perancangan masa depan. Jika umur saya melangkau kuota tersebut,saya akan bekerja dengan TNB, mungkin sehingga pencen. Namun ini terpulang pada diri dan bergantung pada rezeki masing-masing, ada pemain yang meneruskan pengajian untuk bekalan masa depan perkara ini tidak dapat kita jangkakan namun atas tindakan dan perancangan sendiri.

SINAR HARIAN ONLINE: Pandangan mengenai perkembangan hoki negara?
Faizal:Baru-baru ini pasukan hoki negara tersingkir dalam perlawanan kelayakkan Olimpik. Perkara ini menunjukkan sedikit kemerosotan namun pasukan nNegara masih mempunyai peluang. Pasukan Kebangsaan telah menjuarai Piala Asia di Melaka Mei lalu, kemenangan ini membuktikan pasukan kebangsaan masih ada harapan untuk mara ke peringkat tertinggi.

SINAR HARIAN ONLINE: Pandangan mengenai kemudahan sukan hoki di Malaysia?
Faizal:Setakat ini bagi saya sudah mencukupi terutamanya di sekitar Kuala Lumpur, banyak kemudahan-kemudah yang cukup untuk kami menjalani latihan dan perlawanan. Khidmat jurulatih juga mencukupi buat masa ini, bagi saya khidmat jurulatih tempatan dan luar negara sama sahaja. Dahulu kita pernah menggunakan khidmat jurulatih luar dari Jerman namun hasilnya sama dengan khidmat jurulatih tempatan. Kesimpulannya khidmat jurulatih tempatan sudah memadai dan  yang penting adalah sokongan padu rakyat Malaysia terhadap perkembangan sukan hoki.

SINAR HARIAN ONLINE: Harapan untuk sukan hoki negara?
Faizal:Saya berharap sukan hoki akan terus berkembang maju dan terus mendapat sokongan dari seluruh rakyat Malaysia. Saya berharap sukan hoki tidak diketepikan, semangat kesukanan perlu ada tanpa mengira kejayaan sebarang pasukan atau sukan itu sahaja, kita harus berfikir secara positif dan sentiasa memberi kata-kata semangat. Kejayaan itu bukan milik kami sahaja tapi milik semua termasuk negara, kami hanya sebagai duta kecil Malaysia, jika berjaya kami akan berkongsi bersama.

LAWATAN KERJA MENCETUS HUBUNGAN KERJASAMA ANTARA
MALAYSIA –VIETNAM DI DALAM PEMBANGUNAN INDUSTRI SUKAN SERANTAu


PUTRAJAYA, 11 SEPTEMBER 2012 : Bahagian Industri sukan telah menerima kunjungan rasmi dari seramai 4 orang delegasi Vietnam yang diketuai oleh Mr. Pham Ngoc Vien (Presiden of Vietnam Football Federation (VFF), Mr. Nguyen Danh Hoang Viet (Vice Rector of Bac Ninh Sport University), Mr. Luu Quang Hiep (Former Rector of Bac Ninh Sport University) dan Mr. Nguyen Hong Son (Vice Rector of VNU University of Economics and Bussiness).

Lawatan rasmi ini diadakan bertujuan untuk berkongsi maklumat dan bertukar-tukar pandangan mengenai perkembangan industri sukan di sekitar negara-negara ASEAN termasuk Malaysia. Bagi memberikan gambaran yang lebih jelas mengenai perkembangan ini, Bahagian telah memberikan satu taklimat mengenai status semasa dan pembangunan industri sukan negara ini untuk dikongsi bersama para delegasi.

Antara perkara yang menarik perhatian para delegasi ini adalah sokongan serta inisiatif kerajaan Malaysia dalam memainkan peranan utama menggerakkan kesemua pemain-pemain industri sukan serta stakeholders ke arah satu matlamat yang sama iaitu menjadikan sukan sebagai sumber penjana ekonomi negara.

Berbeza dengan negara Vietnam, pembangunan industri sukannya tidak diterajui oleh mana-mana agensi namun perkembangannya dilihat sebagai positif dengan pembabitan dari pelbagai sektor swasta. Taklimat ini turut berkongsi maklumat mengenai persetujuan oleh Mesyuarat Menteri-Menteri Sukan ASEAN mengenai pelaksanaan Tahun Industri Sukan ASEAN 2013 yang bakal mentransformasikan ekonomi serantau secara lebih efektif dan terancang.

Di akhir taklimat, kedua-dua belah pihak berbalas cenderahati sebagai tanda penghargaan di atas kehadiran dan penghargaan kepada pihak tuan rumah.

Masyarakat India & Dunia Sukan

USIA bukannya satu halangan ataupun alasan untuk mara ke depan. Sebaliknya semangat perjuangan yang kental, mantap, pengorbanan dan dedikasi yang kuat demi negara merupakan antara faktor penentu kejayaan atlet negara meraih pingat emas di Sukan Asia di Guangzhou baru-baru ini.
Sebagai penulis, penonton ataupun peminat memang agak mudah untuk kita melontarkan kritikan terhadap atlet negara apabila mereka gagal meraih sebarang pingat ataupun mendakap sebarang kejayaan ketika seluruh negara menaruh harapan terhadap mereka tetapi pernahkah kita semua menyelami perasaan mereka ketika berada di gelanggang?
Agak sukar juga untuk menembusi “tekanan mental dan fizikal” ketika berada di arena pertandingan tetapi iltizam yang kuat mampu menembusi segala-galanya. Itulah yang dikatakan semangat “Malaysia Boleh”.
Apapun tahniah kepada semua atlet negara yang berjaya membawa cabaran negara pada Sukan Asia ke XVI di China baru-baru ini. Menang dan kalah sudah menjadi adat perjuangan dalam dunia sukan.
Apabila bercakap mengenai pembangunan arena sukan ini, penulis cuma terkilan melihat atlet yang sebangsa dengan penulis yang pernah mendominasi sukan olahraga, hoki, bolasepak, golf dan beberapa acara sukan lain suatu ketika dulu kini semakin tenggelam dan hilang terus dari kancah sukan dan olahraga negara.
Apa sebenarnya yang sudah jadi dengan mereka? Sudah tentulah hampir separuh daripada mereka sudah bersara tetapi bagaimana dengan atlet pelapis dikalangan mereka? Apakah masyarakat India semakin terpisah dari arena sukan negara? Memang pelik tapi benar kerana bidang sukan amat dekat di hati masyarakat India sejak dulu lagi.
Sudah tentu ramai di kalangan kita masih tidak lupa lagi nama-nama besar seperti ratu pecut negara G. Shanti, atlet jarak jauh negara M. Ramachandran, S.Muthiah, P. Jayanthi, Munusamy, Josephine Mary, jaguh lumba jalan kaki negara Saravanan dan ramai lagi di kalangan mereka yang pernah mengegarkan acara trek dan balapan.
Sebelum kemunculan mereka, jaguh lumba jalan kaki negara V. Subramaniam, V. Anggamah, Sivapragsam, B. Rajkumar dan V. Rajoo antara nama-nama yang pernah mengharumkan nama negara di persada antarabangsa walaupun ketika itu tak banyak hadiah ataupun insentif kemenangan yang diberikan.
Sejarah sukan negara turut membariskan ramai nama besar seperti Datuk Dr. M. Jagathesan yang pernah mencacat sejarah menjadi atlet terpantas Asia di Sukan Asia 1966 di Bangkok dalam acara 100 meter, pendaki Everest Datuk N. Magendran dan Datuk N. Mohandass, Datuk Dr. M. Rajamani yang pernah menerima jolokan “atlet terpantas wanita Asia” diatas pencapaianya di Sukan Asia di Bangkok pada tahun 1966 dalam acara 400 meter, Datuk M. Chandran yang pernah membimbing skuad bola sepak negara ke sukan Olimpik di Munich pada tahun 1972, Tan Sri P. Alagendara ( Hoki), Datuk Punch Gunalan (Bandminton), mendiang R. Arumugam (bolasepak) dan beberapa orang lagi yang tidak sempat penulis nak senaraikan nama mereka satu per satu tetapi mereka adalah wira-wira dan antara tunggak utama di sebalik kejayaan, kegemilangan dan kecemerlangan idustri sukan negara.
Namun sejak kebelakangan ini penyertaan masyarakat India dalam lapangan sukan kebangsaan dan antarabangsa semakin menyepi khususnya di Sukan Sea, Asia dan Komanwel. Apakah minat bangsaku yang pernah menguasai beberapa acara sukan di zaman 60an, 70an ,80an dan 90an kini semakin malap ataupun ada sebab-sebab lain?
Kementerian Belia Dan Sukan serta badan-badan bukan kerajaan serta parti-parti politik yang telah membentuk biro sukan seharusnya bekerjasama antara satu sama lain untuk mengkaji kemerosotan kemunculan atlet berbangsa India dalam skuad negara sekarang.
Janganlah asyik betengkar dan bermusuhan sesama bangsa sendiri dalam lapangan politik sehingga mereka melupakan aspek pembangunan sukan yang dapat mencetuskan semangat perpaduan antara satu sama lain.
Bidang sukan juga merupakan satu karier yang semakin “bernilai dan berharga” sekiranya berjaya dimanfatkan dengan sebaik-baiknya. Sudah tiba masanya bidang sukan ini jadikan sebagai satu karier profesional dan bukanya semi profesional atau amatur sepertimana dahulu.
Untuk itu, pihak Kementerian dan agensi-agensi yang terbabit juga perlu memberi tumpuan dalam aspek membangunkan sukan sebagai satu kerjaya untuk atlet, skim persaraan yang lebih terjamin, peluang pendidikan yang lebih terbuka, ganjaran dan skim gaji yang berpatutan, soal hal ehwal kebajikan dan sebagainya.
Berbalik kepada cerita penglibatan masyarakat India dalam lapangan sukan, penulis tetap bangga dan terharu dengan semangat perjuangan yang ditunjukkan oleh atlet karate negara R. Puvaneswaran yang berjaya memenangi pingat emas dalam cara “Kumite 55 kilogram” di Sukan Asia baru-baru ini.
Di sebalik kebimbangan terhadap penglibatan masyarakat India yang semakin berkurangan dalam medan sukan negara, Puvaneswaran muncul sebagai wira dalam usia yang sudah dianggap lanjut dalam dunia sukan.
Walaupun usianya sudah mencecah 36 tahun tetapi tekad, azam dan semangat perjuangannya yang kental berjaya mengatasi segala-galanya. Kemenangan Puvaneswaran itu sekaligus mengubati kekecewaannya di Doha empat tahu lalu, apabila pulang dengan hanya pingat gangsa dan mengulangi pencapaian pingat emas pada Sukan Asia Busan 2002.
Apabila kita bercakap mengenai pembangunan sukan karate negara, satu nama yang perlu kita “tabik” ialah T. Ponniah yang pernah menjadi pengurus pasukan, ketua jurulatih dan pernah memegang banyak jawatan lagi dalam bidang sukan tersebut sehingga berjaya mencipta dan melahirkan ramai atlet karate negara di peringkat Sukan Sea dan Sukan Asia.
Malah ketiga-tiga anaknya - P. Arivalagan(kini ketua jurulatih skuad karate negara), P. Thennavan dan P. Thiagu telah melakar dan memenangi banyak pingat emas dalam Sukan Sea dan Asia dalam tempoh 10 tahun yang lepas untuk negara. Ketiga-tiga mereka merupakan sandaran dan harapan utama negara sehingga menjadi antara atlet yang digeruni oleh peserta lain di rantau Asia.
Malah seorang sahabat penulis berkata, dibawah kepimpinan T. Ponniah, skuad karate telah berjaya memenangi hampir 100 pingat emas dalam pelbagai kejohanan antarabangsa dalam tempoh 10 tahun yang lepas.
Jasa T. Ponniah tetap dikenang tetapi pihak kerajaan dan kementerian juga perlu mengiktiraf sumbangan, peranan dan pengorbanannya dan keluarganya untuk negara.
Pengurniaan pingat bergelar “Datuk” sepatutnya sudah lama dianugerahkan kepadanya. Adakah pihak kementerian terlepas pandang ataupun masih mahu menunggu? Tapi sampai bila? Tak kisahlah sesiapa pun tapi, jangan sampai terlambat sehingga seseorang itu naik muak dan tidak ada di dunia ini lagi barulah jasanya hendak diiktiraf.
Budaya kita mengajar agar kita sentiasa mengingati dan mengenang jasa dan bakti orang lain.

HISTORY OF THE OLYMPIC COUNCIL OF MALAYSIA 1953 to 1998






Federation of Malaya Olympic Council

Representatives of the Federation of Malaya Amateur Athletic Union and the Federation of Malaya Hockey Union held a meeting on 15th August 1953, for the purpose of forming the Federation of Malaya Olympic Council (FMOC).  The meeting elected the protem office bearers of the FMOC, approved its draft constitution, and decided to seek registration of the FMOC with the Registrar of Societies of the Federation of Malaya, and to seek recognition of the International Olympic Committee, 1949, with its registered address at the Malayan Public Works Department Sports Club, Cheras Road, Kuala Lumpur.
The first meeting of FMOC was held on 24 April 1954, with four delegates from the Federation of Malaya Athletic Association and three delegates from the Federation of Malaya Hockey Union, and one observer from the Malayan
Small Bore Rifle Association.  At the above meeting, the protem principal
office bearers were confirmed to hold office until the conclusion of the 1956 Melbourne Olympic Games.  The meeting also decided to invite all National Sports Associations to apply for affiliation with the Council, to participate in
the Second Asian Games to be held in Manila in May 1954 and the 1956 Melbourne Olympic Games.

The FMOC received its recognition as the National Olympic Committee of the Federation of Malaya in May 1954.  Membership of the Council slowly increased with the affiliation of the National Associations for Lawn Tennis, Ruby Union, Swimming and Weightlifting in 1955, the National Associations for Football and Shooting in 1956, and the National Associations for Basketball, Gymnastics and Wrestling in 1957.  By 1963, the membership of the FMOC has increased to 16 with the affiliation of the National Associations for Badminton, Boxing, Cycling, Judo, Table Tennis, and Volleyball.
The objects of the FMOC at its formation in 1953 were to promote and encourage Sporting activities in the Territories of the States and Settlements in the Federation of Malaya, to act as the coordinating body for the governing Associations for the various sports in this area, to promote competitions with similar councils or Bodies in other territories and to arrange for representative teams from this area to take part in these and other International Sporting Functions and for these purposes to be affiliated to the International Olympic Committee, and to raise and administer funds for the furtherance of the above objects and International Competitions.
The membership of the FMOC is opened to all Bodies which control Amateur Sport or Sports in the Federation of Malaya.  Each Body should be the Body recognised by the International Organisation controlling that particular Sport.  The annual membership subscription of members is Malayan $100.  Each member has two representatives in the Council with each having one vote. The FMOC shall appoint four Officers in an Honorary capacity, comprising a President, Vice President, Honorary Secretary and Honorary Treasurer, each of whom shall hold office for four years.
Major amendments to the Constitution were made on 24th March 1957. The objects of the FMOC were increased from five to ten.  The annual membership subscription was reduced from $100 to $50.  Biennial General Meetings were introduced and an Executive Committee was established.  The tenure of Officers was reduced from four years to two years with their duties clearly
spelt out.

On 21st June 1963, the Constitution was further amended with the inclusion of Associate Membership, which is opened to Associations whose sports are not recognised or enumerated by the International Olympic Committee.  Such Association Members shall have no power to vote at any meeting or to move any resolution.  The Rule on the Election of Members was amended and new rules for the Expulsion or Suspension of Members was included.

Formation of Olympic Council of Malaysia

On 16 September 1963, Singapore, Sabah and Sarawak joined the Federation of Malaya to form Malaysia. With the above political changes, a meeting of the delegates of the Singapore Olympic and Sports Council, the Sarawak Sports and Olympic Committee and the Sabah Olympic Committee and the FMOC was held on 15 December 1963.

The meeting was chaired by the Hon. Tun Abdul Razak bin Hussein, the Deputy Prime Minister of Malaya in his capacity as the President of the FMOC. He stated that the formation of the Olympic Council of Malaysia (OCM) was not designed to control or dominate any sports organisation in Malaysia and that he considered the present set up of the OCM as only a caretaker National Olympic Committee, until such time when it could be properly constituted as with Malaysian National Sports bodies as members. To this end, he said that he had been stressing to the National Sports bodies in Malaya the necessity of expanding their membership by taking in the new states and forming their respective Malaysian National sports bodies without delay.

As a follow up to the meeting of delegates of the OCM held on 15 December 1963, an Extra-Ordinary General Meeting was convened on 5th May 1964, to form the new OCM wherein representatives of Sports Bodies from the new states of Malaysia would be duly represented. The new Constitution of the OCM was approved. Basically, it was the old Constitution with a change of name from the Federation of Malaya Olympic Council to the Olympic Council of Malaysia. The number of Vice Presidents was increased from one to four, to cater for one representative from each of the three new states to be appointed as Vice Presidents. The number of delegates from each member to the Council Meeting was increased from three to five. At that meeting, the new Officers of the OCM were elected.

Thus, the OCM was formed on 5th May 1963, to replace the FMOC with the incorporation of the Olympic Council/ Committee of the new States of Sabah, Sarawak and Singapore. On 9th August 1964, Singapore ceased to be part of Malaysia and re-established its own National Olympic Committee.

With the above major changes, the OCM has remained very stable, with minimal changes until today. The Constitution was amended on 4th August 1971, to provide for a Chairman, in addition to the President. The function of
the Chairman is to conduct the meetings of the Executive Committee. The Vice Presidents of the OCM were changed to Vice Chairmen. On 9th November 1975, the posts of Honorary Assistant Secretary and Honorary Assistant Treasurer were established. The posts of Chairman and Vice Chairmen were abolished on 29 September 1976. A new Emblem of the OCM was designed and registered with the IOC in 1992. No major changes to the Constitution was made until 1994, when the Constitution of the OCM was again amended to bring it in line with modern days? requirements.

Until 1965, the FMOC and the OCM did not have a permanent office. The office was the home of the Honorary Secretaries and meetings were initially held in a hotel and from 1957 in the Merdeka (Independence) Stadium. In 1965, after the hosting of the III SEAP Games in Kuala Lumpur, a permanent office of the OCM was established in the Stadium Negara or National Stadium.

On 21 September 1978, the Government of Malaysia alienated a piece of land to the OCM. After ten years of planning and fund raising, construction of a nine storey building finally commenced in mid 1989 and was completed by the end of 1991. On 10 December 1991, the OCM Building was officially opened by the King of Malaysia. The office of the OCM is now located on the Mezzanine Floor of the OCM Building. The first floor of the OCM Building is occupied by the offices of some National Sports Associations affiliated to the OCM. The remaining seven floors are leased to the Grand Olympic Hotel.

An outstanding feature of the OCM is its stability and lack of competitions to hold office. This is mainly a result of the outstanding leadership qualities of the Presidents who are all persons of influence and positions. At its formation in 15th August 1953 the FMOC elected Mr. E. M. McDonald as its President. On the completion of his four year term on 24th May 1957, Mr. E. M. McDonald was replaced by the Hon. Tun H.S. Lee. At the next Biennial General Meeting on 16th July 1959, the Hon. Tun Abdul Razak bin Hussein was elected the President and remained in the post until his untimely demise on 14th January 1976.

During his tenure as President of the Federation of Malaya Olympic Council and later the Olympic Council of Malaysia, the Hon. Tun Abdul Razak bin Hussein was at the same time the Deputy Prime Minister and from 1970, the Prime Minister of Malaysia. Due to his very busy schedule as the Prime Minister of Malaysia, the Constitution of the Olympic Council of Malaysia was amended on 4th August 1971, to provide for a Chairman. The Hon. Tan Sri Hamzah bin Haji Abu Samah, who was one of the Vice Presidents of OCM was elected to be the Chairman, until he was elected President on 14th January 1976, when the post of Chairman was abolished. Hon. Tan Sri Hamzah bin Haji Abu Samah was President of OCM until 14th November 1998, when he was replaced by H.R.H.Tunku Imran. In recognition of his years of contributions to the OCM, Hon. Tan Sri Hamzah was appointed the Honorary Life President of the OCM on 14th November 1998.

Mr. M. Vasagam was elected the first Honorary Secretary of FMOC on 15th August 1953. Due to health reasons he resigned on 9th February 1961, when he was replaced by Mr. K. Aryadurai, who held the post until 13th September 1961, when he was replaced as Honorary Secretary by Mr. Thong Poh Nyen. Mr. Thong Poh Nyen remained as the Honorary Secretary of the OCM for a record 31 years, and retired on 28th November 1992, and was replaced by Mr. Sieh Kok Chi.

Sport have been practised in Malaysia for a long time. However, it was only from the middle of the last century that sports such as Football, Cricket were introduced into Malaya by British troops and British expatriate officers. Sports clubs were formed later and inter-club competitions were organised by the British as well as by the people.

It was also the colonial government who introduced sports to the schools, and Athletics, Cricket, Football, and Rugby were promoted very much by headmasters from Great Britain. The Chinese and the Indian communities, due to ties with their countries of original. also organised sports club and competitions amongst themselves.

The main sports practised then were Athletics, Badminton, Basketball, cricket, Golf, Rugby, Swimming and Water Polo, Table Tennis and Weightlifting. In 1904, an athletic association was formed in Ipoh and athletics championships were held on an inter-club basis. From 1920, the annual championships was changed to an inter-state championships. The Football Association of Malaya was formed in 1926, but was only affiliated to FIFA in 1965. The H.M.S. Malaya Cup for the champion state in Football began in 1921 and remains the premier competition today. The Malaya Cup was replaced by the Malaya Cup in 1967.

Prior to independence, the national sports associations were not affiliated to their respective international federations. However, after World War II, when Malaya was about to achieve independence, that official national sports associations were established for affiliation with their international federations. The Federation of Malaya Olympic Council was established in 1953 by the Federations of Malaya Amateur Athletic Union was recognised by the International Olympic Committee in 1954, and for the first time a truly represented national contingent from Malaya participated in the 2nd Asian Games in Manila in the same year. Since then Malaya/Malaysia has been participating in the Olympic/Asian/Commonwealth/SEA Games.

The second most popular sport in Malaysia is Badminton. Prior to independence, Badminton was played at 'Badminton parties' level which was
a form of inter-club competitions. The badminton Association of Malaya was formed in 1937. In 1949, the Badminton team from Malaya won the Thomas Cup in London, thus becoming World Champions in Badminton. The Badminton team managed to defend the Thomas Cup twice, in 1952 and 1955. 

OBJECTIVES OF THE OLYMPIC COUNCIL OF MALAYSIA


1. What is the Olympic Council of Malaysia
1.1  The Olympic Council of Malaysia (OCM) was established a registered in 1953, as a non-governmental and non-profit multi-sport national organization under the Societies Act 1966 (Revised 1987). With the establishment the Sports Development Act 1997, the Council is now registered with the Commissioner of Sports' office in the Ministry of Youth and Sports.
1.2 It is recognised by the International Olympic Committee (IOC) and the International Sport Federations (IFs). Since 1954, it has been the sole sport organisation in Malaysia with the exclusive rights to enter athletes to participate in the Olympic Games.
1.3 By virtue of its recognition by the IOC, the OCM is affiliated to the following international sport organisations:
1.3.1 Association of National Olympic Committee (ANOC)
1.3.2 Olympic Council of Asia (OCA)
1.3.3 Southeast Asian Games Federation (SEAGF)
1.3.4 Commonwealth Games Federation (CGF)
1.3.5 International Assembly of National Confederation of Sports
1.4 Affiliation to the above international sport organisations makes OCM the sole sport organisation in Malaysia with the exclusive rights to enter athletes to participate in the Asian Games, the SEA Games and the Commonwealth Games.
1.5 The members of OCM are the National Sport Associations (NSAs) of Malaysia, which are recognised by their respective IFs as the sole governing body of their sport in Malaysia.
2. Objectives of the Olympic Council of Malaysia
2.1 The objectives of OCM are:
2.1.1 To develop and protect the Olympic Movement and to promote the fundamental principles of Olympism through sport activity and education.
2.1.2 To be completely independent and autonomous and to resist all pressures of any kind, including those of a political, religions or economic nature.
2.1.3 To act as the co-ordinating body for all sporting organisation in Malaysia.
2.1.4 To promote and encourage the development of high performance sport and sport for all
2.1.5 To facilitate exchanges between the OCM and its members with other National Olympic Committee (NOCs) and IFs.
2.1.6 To select and enter athletes for the Olympic, Asian, SEA and Commonwealth Games and world or regional multi-sports competitions.
2.1.7 To organise Olympic, Asian, SEA and Commonwealth Games and world or regional multi-sports competitions.
3. Role of the Olympic Council of Malaysia
3.1 Promote the fundamental principles of the Olympic Movement through educational programmes.
3.2 Collaborate with the NSAs, government agencies, and IOC for the development and training of athletes, coaches, technical officials and sports administrators for competitive sports as well as sport for all.
3.3 Collaborate with the NSAs in the preparation of athletes and officials to participate in the Olympic, Asian, SEA and Commonwealth Games.
3.4 To raise funds in order to fulfill its objects and role.
4. Organisational Structure Olympic Council of Malaysia
4.1 The power of OCM is vested in the General Assembly, which meets once every two years at the biennial General Assembly. Each NSA is entitled to send. 3 delegates to the Annual General Assembly.
4.2 The Biennial General Assembly elects the 12 Officers, namely:
4.2.1 President
4.2.2 Deputy President
4.2.3 Five Vice Presidents - Hon. Secretary
4.2.4 Two Hon. Assistant Secretaries
4.2.5 Hon. Treasurer
4.2.6 Hon. Assistant Treasurer
4.3 The Council of the OCM comprises the Officers and one representative from each NSA. The Council meets on a regular basis.
4.4 The Executive Board of the OCM comprises the Officers and 4 additional nominated members and meets once a month.
4.5 The OCM maintains and operates an office comprising of full-time staff to organize the daily affairs and maintain financial accountability.
5. The Programmes of the Olympic Council of Malaysia
5.1 provide services, advice and assistance to the NSAs and to other sport organizations.
5.2 Selection of and entering athletes and officials for participation in international multi-sport Games
5.3 Selection of participants to attend courses, seminars, study tours overseas
5.4 Plan and organize courses, seminars for coaches, and sports administrators in Malaysia.
5.5 Send delegates to meetings., conferences of international sports organisations such as Olympic Council of Asia, Commonwealth Games Federation, Southeast Asian Games Federation.
6. OCM's Main Revenue Sources
6.1 OCM's main revenue sources are:
6.1.1 Rental from Wisma OCM

7. OCM's Main Assets
7.1 The Government allotted OCM a 1.8 acre piece of land on a 99 year lease along Jalan Hang Jebat, Kuala Lumpur.
7.2 A 9-storey building was constructed on part of the land in 1991. The Building is known as Wisma OCM.
7.3 Seven of the nine floors of Wisma OCM have been leased to Hotel Grand Olympic.
7.4 The OCM uses the Mezzanine Floor of Wisma OCM for its office, library, and meeting rooms.
7.5 The First and Second Floor of Wisma OCM is leased out to various NSAs

8.5 As part of the target towards Olympics 2020, OCM will lead and initiate programmes aimed at excellence in all areas of sports (athlete preparation, sports technology, hosting of international events and multi-sports events, construction of suitable infrastructure, etc).

9.5.1 a donation to the OCM, which is tax exempted.
9.5.2 participation in specific events or programmes of OCM or proposed by the Partner, Sponsor or Supporter on terms to be mutually agreed.
9.6 In return, the Corporate Partners, Official Sponsors or Supporters of OCM will be granted the following rights:-
9.6.1 to use the title of Corporate Partner, Official Sponsor or Friends of OCM in all their communications, advertisements and promotions.
